2- SELECTION – SCREENING METHOD OF IMPLEMENTING THE CRITERIA
(Projects subject to Annex-2 List)
I. By EIA Firms in order to investigate whether an Environmental Impact Assessment is necessary; The ProjectIntroduction File (PTD) prepared according to Annex-4 is submitted to the Governor's Office.
II. It is evaluated by the PTD Governorate by obtaining institutional opinion from the relevant institutions. Opinions arereceived by the Provincial Directorate of Environment, Urbanism and Climate Change. The EIA decision for the project is made. (EIA NOT REQUIRED / EIA REQUIRED)

3- STARTING THE EIA PROCESS AND FORMATION OF THE COMMISSION (Projects subject to Annex-1 List and Activities for which EIA Required Decisions Have Been Made.)
I. I. EIA Companies submit the EIA Application File, which is prepared on the basis of the EIA General Format in Annex-3, to the Ministry.

4- PUBLIC INFORMATION AND PARTICIPATION MEETING (HKT)
I. In order to inform the public about the investment and to receive their opinions and suggestions about the project; EIA Companies and the project owner
by the Governor's Office, where the relevant public, who is expected to be most affected by the project, can easily reach, on the date determined by the Ministry.
A Public Informing and Participation Meeting is held at a determined central place and time.
II. EIA Firms must submit a notice stating the date, time, place and subject of the meeting; published in the region where the project will take place.

5-SCOPE and SETTING A CUSTOM FORMAT
I. EIA Report by the Ministry in line with the opinions and suggestions of the commission member institutions/organizations and the opinions and suggestions from the public.
The Special Format is prepared and notified to the EIA Firms.
6- EIA REPORT PREPARATION AND COMPLIANCE REVIEW
I. The EIA Report prepared by the EIA Companies is submitted to the Ministry.
II. Compliance with the Special Format of the EIA Report and prepared by the professionals who should be in the determined working group.
7-EIA REVIEW AND EVALUATION
I. The members of the commission express their opinions within the framework of their powers, duties and responsibilities on matters concerning the central and local institutions/organizations they represent.
II. In case of significant deficiencies and errors in the EIA Report, the Commission requests the EIA Firms or related institutions to correct them. The process is stopped.
III. The EIA Report, which is examined and finalized by the Commission, is submitted to the Ministry and/or Governor's Office in order to receive the opinions and suggestions of the public.
It is opened for public opinion on ten (10) calendar days via pending announcements and the internet.
IV. In line with the opinions of the Public and Other Institutions and Organizations, the Ministry requests the completion of the necessary deficiencies in the report content, additional studies or a reconvening of the Commission.
8-TO DECIDE
I. In line with the opinions of the public, the Ministry may request the completion of the necessary deficiencies in the content of the report, additional studies to be carried out or a re-convening of the Commission. The letter of commitment stating that the final EIA Report and its annexes are under the commitment of the project owner and notarized circular of signature are submitted to the Ministry within five (5) business days. Signature circulars are not requested from public institutions/organizations.
II. The Ministry, taking into account the work of the Commission and the opinions of the Public and Other Institutions and Organizations, makes the "EIA Positive" or "EIA Negative" decision for the project and notifies the Commission members of this decision. The "EIA Positive" or "EIA Negative" decision given for the project is announced to the public by the Ministry and the Governor's Office via pending announcements and the internet.
III. The project owner is obliged to notify the Ministry or the Governorship of the changes to be made in the project subject to this Regulation, after taking the decision of "EIA Positive" or "EIA Not Required".

9-TRACING, CONTROL AND AUDIT
I. Regarding the projects for which the "EIA Positive" decision or the "EIA Not Required" decision has been given, the Ministry shall base the decision on the "EIA Positive".
